With the drying up of Hesarghatta Lake in the year 1925, the situation demanded urgent remedial measures, for which Government constituted a Committee under the chairmanship of Sir M.Visveswaraiah, in the year 1926. After detailed investigation of all possible sources of supply including the rivers Cauvery and Hemavathy, the Visweswaraiah Committee recommended construction of a reservoir on river Arkavathi by building S.S.M Dam at T.G.Halli, 28 Kms away from the City down stream of Hessarghatta Lake to impound 2364 Mcft in the first stage and 3038 Mcft later in subsequent stages.

The first stage works were designed to provide a daily supply of 6 MGD(27Mld) through a 24" (600 mm) dia. raising main against a head of 234 mtrs. The 6 MGD supply worked out to 90 LPCD for a population of 3,00,000. This was commissioned during March 1933 This marked an important event in the development of the City of Bangalore.

The city was growing fast and supplies again became inadequate even after construction of TG Halli reservoir, due to which supply had to be curtailed.  Hence additions and improvements to the system were started from 1942 and a duplicate raising main of 27”(675 mm) dia was laid and 4 more filters and pumpsets were added.  The supplies were stepped up gradually between 1942 and 1951 to 10.8 MGD from TG Halli and 1.3 MGD from Hesarghatta.
The estimated population in the year 1956 was over 10 lakhs and per capita supply could not go beyond 75 LPCD.  which was inadequate and the problem of water availability became acute again.  Keeping this in view, the Government sanctioned impounding full quantity of 3038 Mcft TG Halli reservoir in 1953-54 to supply from 15-16 MGD.  This was commissioned in the year 1959.  Further, 36” dia triplicate main was laid in the year 1960 to increase the supply from the source to 25 MGD.  Subsequently, 2 stage pumping was introduced with an intermediate pumping station at Tavarekere, and supply stepped up to a maximum 135 MLD.
