Quality Assurance Wing headed by an Additional Chief Engineer(QA), comprising of
an Executive Engineer and three Assistant Executive Engineers comes under the control
of Chief Engineer (Quality Assurance). The Wing is concentrating mainly on the
following activities.
01. Check reading of water meters at consumer end.
02. Checking the records at water supply and sanitary divisions, sub-divisions &
service stations such as ledgers, arrears lists, statement of defective meters,
sanction files, water registers of application for water supply and sanitary
connections, conversion of water supply connections etc.
03. Checking the unauthorised water supply and sanitary connections,
irregular sanction, prorata cases etc.
04. Checking the water filling points.
Verification of stock of materials both at works as well as service stations.
05. Attending to the general complaints from public and directions of higher officers.
06. Any other investigations entrusted by the higher officers.
07. Inspection of different works including project works in progress at random to have
a check on the quality of water, usage of materials and to advice on shortcomings, if any.
08. Collection of concrete samples (cubes) at work sites for verifying the strength of
the concrete after curing period.
09. Checking of lead joints in water supply pipelines.
10. Hydraulic testing of water retaining structures such as ground level reservoirs,
over head tanks, sumps and water supply pipelines.
11. Inspection of flow test of underground drainage, stoneware and RCC pipes.
12. Inspection of chlorinators for their working condition.
13. Periodical inspection of divisions and sub-divisions, service stations and S.T. Plants.
The Central water testing laboratory and Meter testing and servicing laboratory
are attached to this wing.
Two qualified chemists are working in the central water testing laboratory and
meter testing and servicing laboratory. The water samples from different service stations
of Bangalore city will be collected at the rate of 16 samples per month from the
distribution network, consumer end, public taps, ground level reservoirs and over
head tanks and sent to the central water testing laboratory for testing for its
potability. Here, the water will be tested for physical, chemical and
bacteriological characteristics. The results will be intimated to the different service
stations as well as to the respective water supply divisions, sub-divisions for
their information and for further remedial action. BWSSB is committed to supply
quality water to the citizens of Bangalore confirming to IS, WHO standards.
There is a mobile van fitted with kits to analyse water samples collected at random
spots. The samples so collected will be analysed in the laboratory for physical,
chemical and bacteriological analysis. If any water sample is not found to be
satisfactory for potable use, immediate corrective action will be taken by instructing
the concerned for remedial measures and water sampling will be repeated at the
same spot for further analysis till the water is fit for drinking purposes.
Apart from distributory network, samples are also collected from borewells maintained
by BWSSB at random and analysed through routine tests including content of nitrate
and hardness. If any sample of water is not found to be satisfactory for potable use,
the concerned service station will be informed to display a board near to
borewell indicating “Water Not Fit For Drinking Purpose”.

Quality Surveillance
The Meter testing and servicing laboratory situated at CJF, Malleshwaram is equipped
with men and materials for repairing, servicing and caliberation of water meters of
various sizes ranging from 15 mm to 300 mm which are found to be defective. As and
when the water meters are found to be defective by the service station staff, the
water meters will be replaced with good ones and the defective ones will be brought
to laboratory for repairs and service. In certain cases of consumer disputes regarding
the abnormal reading of the meters, such meters will be tested and caliberated in
the Meter testing laboratory and results will be intimated to the concerned service
station and sub-divisional officers for further action. On an average 1,800 Meters
are repaired and serviced in the Meter testing and servicing laboratory during a month.
At present the meters of BHEL, Precimag (Schlumberger), Capstan, Chambal, UPIL make are being used in the BWSSB.
